He confirmed it to Jacob as a decree, to Israel as an everlasting covenant:

He made it stand as a law for Jacob. He made it stand as a covenant for Israel. It will last forever.

Then God said to him,“ I am the sovereign God. Be fruitful and multiply! A nation– even a company of nations– will descend from you; kings will be among your descendants!The land I gave to Abraham and Isaac I will give to you. To your descendants I will also give this land.”

and I have promised that I will bring you up out of the affliction of Egypt to the land of the Canaanites, Hittites, Amorites, Perizzites, Hivites, and Jebusites, to a land flowing with milk and honey.”’

“ Hear the terms of the covenant I made with Israel and pass them on to the people of Judah and the citizens of Jerusalem.

I gave you the victory; it was not by your swords or bows.I gave you a land in which you had not worked hard; you took up residence in cities you did not build and you are eating the produce of vineyards and olive groves you did not plant.’

I will confirm my covenant as a perpetual covenant between me and you. It will extend to your descendants after you throughout their generations. I will be your God and the God of your descendants after you.I will give the whole land of Canaan– the land where you are now residing– to you and your descendants after you as a permanent possession. I will be their God.”

Pay attention and come to me! Listen, so you can live! Then I will make an unconditional covenantal promise to you, just like the reliable covenantal promises I made to David.

They did not keep their covenant with God, and they refused to obey his law.

My dynasty is approved by God, for he has made a perpetual covenant with me, arranged in all its particulars and secured. He always delivers me, and brings all I desire to fruition.
