Now listen to them; but warn them solemnly and let them know what the king who will reign over them will claim as his rights.”

撒母耳將君王國事向人民說明，又寫在卷冊上，安放在永恆主面前；然後打發眾民各回各家而去。

他說：『那要管理你們、的王、其制度是這樣：他必取你們的兒子，派他們為他趕車，做他的馬兵，在他的車前奔走。他必派他們做他的千夫長、五十夫長，犂他所當犂的田，收割他所可收割的，製造他的戰器和車上的器械。他也必取你們的女兒做豫備香物者、做廚子和烤餅的人。他必取你們最好的田地、最好的葡萄園、橄欖園，賜給他的臣僕。你們撒種結的籽粒、和你們的葡萄園所出的、他都要抽取十分之一、去賜給他的內侍和臣僕。他也必取你們的奴僕婢女、你們最好的牛和驢、去作他的工。你們的羊羣、他也要抽取十分之一；你們本身呢、也必做他的奴僕。到那日子你們就會因所選的王而哀叫，到那日子永恆主卻不應允你們。』

我若指着惡人說：「你必定死」，你若不警告他，不告訴惡人而警告他離開他惡的行徑，好救活他自己，那這惡人就必死在他的罪孽中，流他血的罪呢、我卻要從你手裏追討。

也不認清祭司從人民所應得的分額。凡有人獻祭，正煮肉的時候，祭司的僮僕就來，手裏拿着三齒叉子，

『歸人君之地要在聖特別區和屬城地業二者的這邊和那邊，在聖特別區橫切面之前，在屬城地業橫切面之前，從西面伸向西，從東面伸向東，其長跟他們一族派所分從西界到東界的、並行相等。這地在以色列中要屬人君為地業。我所立的人君必不可再欺負我的人民；他們卻要按族派將地分給以色列家。

人君不可奪取人民的產業，以至欺迫他們離開他們的基業；他要從自己的地業中將產業賜給他的兒子，免得我人民四散、各人離開他的基業。』

儘掃羅一生的日子，他對非利士人都有劇烈的爭戰；所有英勇之士，和一切有才能的人，掃羅一看到，就收來跟隨他。
