耶和華說：「我的子民愚頑，不認識我，是蒙昧無知的兒女，只知行惡，不知行善。」

我們如果把嚼環放在馬嘴裡，便可以使牠順服，駕馭牠。

我仔細聽，沒有人說實話，沒有人為自己的惡行後悔，說，『我做了可怕的事！』人人一意孤行，像戰馬直奔戰場。天空的鸛鳥尚且知道來去的季節，斑鳩、燕子和白鶴也遵守遷徙的時間，但我的子民卻不認識耶和華的法則。

我聽見以法蓮在為自己悲歎，『我們就像未經馴服的牛犢，你管教我們，使我們順服，求你使我們回到你身邊，重新復興，因為你是我們的上帝耶和華。
